In
Tales of Zestiria, seraphim are basically nature spirits whom most people are unaware of. They can't be seen, heard, or touched by your Average Joe unless they have some amount of 'resonance'. That's basically how sensitive someone is to spirits/natural clairvoyance/heebly-jeeblies.
To make Dezel playable, people will gain resonance just by being around him for some period of time. He can also pop up in mirrors and reflective surfaces. Furthermore,
Dezel will never show up on video, but his voice can still be heard over the network.
People who can sense seraphim in canon include the following:
+ monsters
+ supernatural shit and spirits like himself
+ animals or people with animal-like senses
+ humans with high resonance, as noted above
People who don't qualify as the above will be able to hear him after a number of weeks, and then see him not long afterward (outside of a mirror, that is).
